Introduction:

What kind of cases are you the right organization for?

Since 2017, The Signals Network (TSN) has protected dozens of whistleblowers across multiple domains. TSN focus primarily on supporting journalistic sources in the tech and corporate sector.

TSN is a good fit for cases in the US or international/ cross-border elements, and for individuals who consider working with journalists or making a public disclosure.

The organization handles issues beyond the tech sector, with approximately two-thirds of their cases now outside technology (healthcare, environment, food safety,etc). They work with both US-centered cases (where they offer legal privilege) and international situations.

Why should AI whistleblowers come to you?

The Signals Network has supported, just in the last year, 40 individuals across more than 10 countries, with a third of those cases being in tech. For example, over the past years, The Signals Network has supported Twitter whistleblower Anika Navaroli, Uber whistleblower Mark MacGann, Facebook Whistleblower Daniel Motaung and many other tech/AI anonymous whistleblowers.

They have also previously spoken on AI whistleblowing and published the Tech Whistleblower Handbook (both linked in Resources Section).

They offer a wide range of services through their extensive network to support insiders, for example securing pro-bono legal support for 70% of their clients or providing safe housing. On a case by case basis, they also offer a funding vehicle (the Whistleblower Protection Fund) for supporting whistleblowers.

They are aligned to integrate expertise of OAISIS/Third Opinion experts on AI cases.

National Security. Likewise, cases that may not have strong public interest (e.g. individual labor issues) are not their focus. The Signals Network will however help refer you to specialized attorneys.

TSN never accept cases where information was gathered in an illegal manner.

Executive Director

Delphine Halgand-Mishra

Delphine Halgand-Mishra is the Executive Director of The Signals Network.

Delphine Halgand-Mishra is the Executive Director of The Signals Network. She is a Shuttleworth Foundation fellow and a CIGI senior fellow as an expert on press freedom and regulatory frameworks for platforms. She was the lead rapporteur for the Forum on Information and Democracy’s report on infodemics, which offered 250 recommendations to governments and platforms on how to end infodemics. She previously served for six years as Reporters Without Borders’ North America Director, advocating for journalists, bloggers, and media rights worldwide. Delphine regularly appears on American (CNN, Fox News, PBS, Democracy Now!,..), foreign media (BBC World TV, Al Jazeera, France 24) and gives lectures and conferences at U.S. universities (Harvard, UCLA, Yale, Columbia) on issues of press freedom violations. In May 2017, she received the 2017 James W Foley American Hostage Freedom Award for her work assisting American journalists detained abroad.
Earlier in her career, she served as Press attaché in charge of outreach at the French Embassy to the U.S. Since graduating from Sciences Po Paris with an M.A. in Journalism, Delphine has worked as an economics correspondent for various French media (such as Le Monde, Les Echos, L’Express), focusing mainly on international politics and macroeconomic issues.

Margaux Ewen

Margaux Ewen is the Director of The Signals Network’s Whistleblower Protection Program. Margaux was most recently the Director of Freedom House’s Fred Hiatt Program

Margaux Ewen is the Director of The Signals Network’s Whistleblower Protection Program. Margaux was most recently the Director of Freedom House’s Fred Hiatt Program to Free Political Prisoners, a major new project to support journalists, human rights defenders, and pro-democracy activists who are detained in retaliation for their heroic work.
Prior to Freedom House, Margaux served as the executive director of the James W. Foley Legacy Foundation, where she led advocacy efforts to release Americans held hostage or unjustly detained abroad, promote safety for freelance journalists, and support detainees’ families through engagement with government bodies and nongovernmental experts. Ewen also led the foundation’s work with congressional cosponsors of the Robert Levinson Hostage Recovery and Hostage-Taking Accountability Act and the launch of the Congressional Task Force on American Hostages and Americans Wrongfully Detained Abroad. Prior to leading the James W. Foley Legacy Foundation, Ewen served as the North America director of Reporters Without Borders/Reporters sans frontieres (RSF). In this role, she led US-based advocacy, communications, and development for the organization and served as its US spokesperson, appearing on American and international media to discuss press freedom and RSF’s work. Ewen holds a master of laws degree in international and comparative law from the George Washington University Law School and a master’s degree in international law from the University of Paris 1 Panthéon-Sorbonne. She is barred in New York.

Tyler Shultz is a scientist, startup founder, and professional speaker advocating for ethical innovation. He graduated from Stanford with a Biology degree and entered the national scene when he blew the whistle at Theranos. His efforts were recognized by Forbes when he was named to their “30 under 30” Health Care list, and his Audible Original was the #1 downloaded non-fiction title on Audible in its debut month. His story has been featured in the HBO documentary “The Inventor,” the book “Bad Blood,” and the Hulu series “The Dropout.”
After leaving Theranos, Tyler co-founded two point-of-care diagnostics companies, and now speaks at universities, conferences, and corporations around the country about cultivating courage in individuals and organizations.
